01. Introduction
This rulebook has been prepared by the Commish, and will be used for this league only. Please take a look at this rulebook to understand what is expected of you as a General Manager in this league. All rules are expected to be followed. Thanks.
02. Salary Cap Information
-Your number one priority should be to make sure that your team is beneath the $68M salary cap and above the $45M cap floor.
-Injured players do not count towards your salary cap but will remain on your roster and your salary total in the Team Salaries tab. For example, if you're at 40,000,000 and one of your players making 5,000,000 is injured, the tab will still say that you're at 40mil but you'd technically be under the cap. The same works for if you were over due to an injured player's contract.
-You have 48 hours to fix any and all cap violations or you are subject to disciplinary action.
-Penalties for not following the rules if you're over the cap:
1st Warning: Best player benched for next sim
2nd Warning: Best player benched for an additional sim.
3rd Warning: Best player suspended indefinitely
4th Warning: GM Fired
There are no exceptions.
-If you are under the cap floor, a UFA will be randomly signed at a high contract to bring you over.
-Remember, you can only have a total of 23 players on your active roster during the regular season, and as many as you want during the preseason. The Salary Cap does not come into effect until the very first sim of the regular season.
-The AHL has no cap floor, but a salary cap of $16M. This is in place so that you do not stash players with high contracts on the farm to beat the system. Normally, your AHL team will be used for developing younger players and having depth. Ideally, you should have around 30 players.
03. Player Transactions
-When resigning your player, take a look at their overall. If they are above 70 overall, you must contact the appropriate Player Agent when discussing deals. If they are under 70 overall, or have yet to be signed to an ELC, you can discuss it with me.
-Maximum salary is 10 million, minimum is 550k. Maximum years on a contract will be 7.
-You may buyout a player at any time. A maximum of three buyouts per season for teams. Afterwards, any additional buyouts over 2million will count towards your salary cap.
-Any player can be waived, but mostly it will be older players with significant NHL experience or those who do not have a 2-way contract.
-After a player has been waived (in the waivers section), they stay on waivers for 72 hours (in real life, so three days) before they pass in which anybody can post a claim for the team. The lowest team in the standings who made a claim will get the player.
-You can call up/send down players whenever you want as long as you stay below 23 players on your pro roster. You do not need all 23, the minimum is 20 (and at least 12 forwards, 6 defenseman and 2 goaltenders). There is no player cap on your farm team.
-At any point in the year you can negotiate with a prospect or a player with one year remaining on their contract. View the Contracts section of the forum for more information on this. All contracts will be inputted at the end of the year and not before.
-UFA's can be offered via PM at any point in the season before the trade deadline. All offers must be tendered to the appropriate Player Agent.
04. Trades and the Trade Block
-Trades can be made at certain times in the season. Basically, you can make a trade at any point before the trade deadline (in march), and afterwards you cannot trade until the Entry Draft begins.
-When posting trades, be sure to include all components and all of a player's ratings.
-Do NOT post a trade that has not been accepted by both GMs. It will not be processed without both sides confirming it. Furthermore, once a trade has been posted, you cannot back out of it. Be sure before you post.
-No Trade Clauses are allowed. A Player Agent will decide whether or not a player waiving his NTC would be a good career move or not. Players will likely not waive to go to a team that is below them in the standings, especially if they are older. They will also likely refuse a trade a team that once had them and got rid of them, unless it is their home town, in which case they may waive to return to their home.
-You can include conditions in trades, such as, you will send an additional third rounder if the player you acquired helps you make the playoffs, or posts 30 goals. A list will be made to keep track of these conditions.
-You CANNOT trade an injured player. Any trade containing an injured player will not be processed until after they are healthy.
-If your team is near to the salary cap, please include the changes in your total cap situation so that we know whether you're going over or under with that trade
-The Trade Block is a useful tool. You can shop around any player you may be trying to move, as well as post what you want/need to acquire. Do not post trade offers in trade blocks, stick to PMs/MSN/whatever else you would like to use.
05. UFA Offers
-You may offer a UFA via PM at any point during the year before the trade deadline to the appropriate Player Agent. Send the player's name, as well as ratings, proposed salary and year length, and a short explanation on why he should sign with you over other suitors.
-A UFA is a player who has not been signed to a contract by July 1st.
-In the interest of fairness, you may only offer 3 UFAs per day.
-Large, excessive contracts signed to undeserving players just to reach the cap floor will be rejected by the league. This is to prevent teams from tanking hard and just signing UFAs for 7-8 million who they aren't even going to use. This has been a big problem in previous PTPHL iterations.
-If you sign a UFA, you cannot trade them until January.
-RFA's can become UFA's if they are not qualified. They may choose to go to Arbitration afterwards, but unless qualified, you will lose their rights for sure.
06. RFA Offers
-If you want to sign a RFA from another team PM me your offer. The owner of the player has a chance to match the offer or to take the compensation. If they match, the salary of their player will be changed to the salary that was offered.
-The owner has 48 hours to match or I will decide what is the best course of action for their team based on their current roster, the player in question, and the length/salary that the player is to be receiving compared to the compensation.
If you want to sign a RFA from another team, you will have to pay a compensation as listed below.
$994,433 or below - None
Over $994,433 to $1,506,716 - Third-round choice
Over $1,506,716 to $3,013,434 - Second-round choice
Over $3,013,434 to $4,520,150 - First-round and third-round choice
Over $4,520,150 to $6,026,867 - First-round, second-round and third-round choice
Over $6,026,867 to $7,533,584 - Two first-round choices, one second- and one third-round choice
Over $7,533,584 - Four first-round choice
07. Salary Arbitration
-If an RFA rejects your contract offer, he may go to arbitration. If he goes to arbitration, he will be awarded a contract by the appropriate Player Agent that you have the choice of accepting, or letting the player hit Free Agency.
08. Inactivity/Grounds for Banning
-If a general manager is inactive for over seven days, they can be suspect to being removed from their duties.
-Failure to post in an activity check within 72 hours can also result in removal.
-GM's should at least post a few times a week to remain active. Activity is a major concern and just because you are logging in every day doesn't mean you are safe if your last post was, for example, three weeks ago.

Bannable Contact may include but is not limited to:
-language
-personal attacks
-hacking
-registering two teams (without league permission)
-collaborating to purposely make a team weaker
-tanking
